Parmi les politiciens sanctionnés pour antécédents criminels, Abinader a cité: Youri Latortue, Gracia Delva, Evans Paul, Litz Quitel, Jean Tolbert Alexis, Victor Prophane, Laurent Lamothe, Hervé Fourcand, Rony Celestin, Gary Bodeau, Arnel Belizaire, Nenel Cassy, Berto Dorcé, Antonio Cheramy dit Don Kato, Bredy Charlot, Salim Succar, Kesner Normil.
Des personnalités évoluant dans les médias et dans les organisations de droits humains sont aussi black-listées: Assad Volcy, Pierre Espérance.
Les entrepreneurs suivants sont aussi sanctionnés par la République Dominicaine: Charles Kiko Saint-Rémy, Sheriff Abdallah, Rodolphe Jaar, Reynold Deeb, Steeve Khawly.
Le Père Frantz Cole de l’Eglise Episcopale est aussi persona non grata en République Voisine. Il faut également mentionner Jean Mardoché Vil, Fritz Désiré, Dieunné Nay, Romel Bell, Wakin Pierre parmi les sanctionnés..
