Cet accord crée un haut-conseil de transition dirigé par Mme Mirlande Manigat qui organisera les élections. Cependant, Ariel Henry reste à son poste de Premier Ministre. Cet accord, qui selon certains est une piste de solution, a été rejeté et critiqué par l’Accord Montana.
En conférence de presse le 29 décembre 2022, les membres de Montana, notamment Fritz Jean ont expliqué qu’ils désapprouvent les manoeuvres d’Ariel Henry. Selon Fritz Jean, il y a beaucoup de participants à l’accord du 21 décembre qui craignent une sanction internationale. En s’alliant à Ariel Henry, ces derniers espèrent trouver la grâce du “blanc”. Plus loin, Fritz Jean a montré que les sanctions internationales ont permis de neutraliser des acteurs politiques.
Même si la prise du pouvoir par l’Accord Montana semble jour après jour irréaliste, les membres continuent de dénoncer le gouvernement en place ainsi que ses initiatives.
